The BSA (Business Software
Alliance) has power of attorney for their members. They would need
a court order to come in to your offices to investigate
you.
Be aware of disgruntled employees, as the BSA will pay
informants up to £20,000 for information that results in a
successful prosecution for the illegal use of software.
